ARTISTS AND INTELLECTUALS PETITION FOR THE PRESERVATION OF LABORATOIRE AGIT-ART IN DAKAR

LET’S PRESERVE THE HISTORICAL, ARTISTIC AND ECOLOGICAL SITE
OF LABORATOIRE AGIT-ART, AT RUE JULES FERRY No.17, DAKAR, SENEGAL

PRESS RELEASE # 1

In his speech on the occasion of the official opening of Dak'Art, the Biennale of Contemporary African Art 2016, the President of the Republic of Senegal, His Excellency Macky Sall - according to the constitution of Senegal the "Protector of Arts, Letters and Artists " – had made a vibrant and well-deserved speech in honor of the reknown artist Issa Samb, aka Jo Ouakam, founding member of Laboratoire Agit Art.

The workshop of the Laboratoire Agit-Art is located in the heart of Dakar-Plateau, at Rue Jules Ferry No 17. Since more than forty years this space is permanently animated by Issa Samb, aka Jo Ouakam, and has become a privileged destination of artists, intellectuals, researchers, PhD students, the media, and museums worldwide.

Recently, the Dakar Biennale 2016 invited the public in its official program to this site. Many attended the ‘Midnight Congress’, convened by the Laboratoire Agit-Art. A memorable multi-dimensional and multi-media exhibition was opened in presence of the curator of the Dakar Biennale 2016, Simon Njami, and closed with a concert by musician Souleymane Faye.

A magical, even mystical place, unique and irreplaceable, not only because of the historical memory and the cultural heritage it embodies, but also because of its luxurious and exceptional vegetation which makes it an incomparable ecosystem in the midst of an urban crisis.
It is indisputable that this site at Rue Jules Ferry No.17 constitutes an important ecological and artistic lung that contributes to the health of the inhabitants of Dakar as well as its cultural presence, to the promotion of Senegal as a destination, and the strengthening of the presence of Africa in the discourse, practice and history of contemporary art.

Is it not paradoxical, indeed scandalous, that six months after the opening of 'Midnight Congress' at Rue Jules Ferry No.17, a flagship event of the Biennale of Dakar 2016, Issa Samb, the master of the site, is threatened to be evicted by a developer, on the ground that he would be an occupant without right or title, after forty years of presence and uninterrupted dynamic animation of the site?

 Is it conceivable that the world-renowned Laboratoire Agit-Art, this avant-garde space of creation, experimentation, training, information, exchanges, performances, installations, etc, will be eradicated from the cultural map of Dakar? Is it acceptable that the precious vegetation, the mighty trees that have been present for ages on this mythical place suddenly disappear from the landscape of Dakar-Plateau?

As a reminder, Article L.41 of the Forest Code provides: "Anyone who cuts, tears, mutilates or otherwise damages any one or more trees or plants of local or exotic species classified as protected species shall be liable to a fine from 20,000 to 500,000 francs and imprisonment from one month to two years or one of these two penalties only, without prejudice to damages. "

To avoid the cultural, ecological and human disaster of the disappearance of the Atelier du Laboratoire Agit-Art for the benefit of private interests in speculation, as well as the forced eviction of Issa Samb, aka Joe Ouakam, it is desirable and urgent that the President of the Republic of Senegal, Protector of Arts, Letters and Artists, as well as the Mayor of Dakar, shall take the necessary legal measures to preserve the site of the Laboratoire Agit-Art.

PRESERVONS LE SITE HISTORIQUE, ARTISTIQUE ET ECOLOGIQUE DU LABORATOIRE AGIT-ART, 17, RUE JULES FERRY, DAKAR.

Lors de son discours prononcé á l’occasion de l’ouverture officielle de la Biennale de Dakar de l’an 2016, le Président de la République du Sénégal, Son Excellence Macky Sall, - “Protecteur des Arts, des Lettres et des  Artistes”, selon la Constitution du Sénégal-  avait rendu un vibrant hommage, certes mérité, au Doyen artiste Issa Samb, alias Jo Ouakam, membre fondateur du Laboratoire Agit Art,

L’atelier du Laboratoire Agit-Art,, est sis au coeur de Dakar-Plateau, 17 rue Jules Ferry. Animé en permanence par Issa Samb, alias Jo Ouakam depuis   1974, ce lieu est devenu une destination privilégiée d’ artistes, intellectuels, chercheurs , étudiants doctorants, media, et musées du monde entier. 

Récemment, la  Biennale de Dak’Art 2016, dans son programme Officiel, avait convié le public sur ce site du 17 rue Jules Ferry, venu nombreux, assister au “Congrès de Minuit’, “convoqué”par le Laboratoire Agit-Art. Une mémorable exposition multi-dimensionnelle et multi-media, en présence du commissaire de l’édition 2016 de la Biennale de Dakar, Simon Njami, et  clôturée par un concert du musicien Souleymane Faye.

Un endroit magique, voire mystique, unique et irremplaçable, non seulement du fait de la mémoire historique et du patrimoine culturel qu’il constitue, mais aussi du fait de sa luxurieuse et exceptionnelle végétation, qui en fait un incomparable écosystème. en pleine crise urbaine.

Il est incontestable que ce site du 17, rue Jules Ferry constitue un important poumon écologique et artistique qui contribue á la santé des Dakarois, au rayonnement culturel de la ville de Dakar, á la promotion de la destination Sénégal, et au raffermissement de la présence de l’Afrique dans le discours, la pratique et l’histoire de l’art contemporain.

N’est-il pas donc paradoxal, voire scandaleux que 6 mois après le vernissage du ‘Congrés de Minuit’ au 17 Jules Ferry, événement phare de la Biennale de Dakar 2016,  Issa Samb, le Maître des lieux, soit menacé d’expulsion par un promoteur immobilier, au motif qu’il serait un occupant sans droit ni titre.

Peut-on concevoir qu’aprés 40 années de présence et d’animation dynamique et ininterrompue du site que Jo Ouakam et le Laboratoire Agit-Art  soient considérés comme occupants sans droit ni titre?

Est-il concevable que ce site artistique de renommée mondiale du Laboratoire Agit-, cet espace avant-garde de creation , d’experimentation, de formation, d’information, d’echanges, de performances, d’ installatiions, etc.. soit rasé de la carte culturelle de Dakar?

Est-il acceptable que la précieuse végétation présente depuis des lustres sur ce lieu mythique disparaisse subitement du paysage de Dakar-Plateau?

Pour rappel, l’ Article L.41 du Code Forestier dispose;

“Quiconque coupe, arrache, mutile ou endommage d’une façon quelconque un ou des arbres ou plants d’espèce locale ou exotique classée dans la catégorie des espèces protégées est puni d’une amende de 20.000 à 500.000 Francs et d’un emprisonnement d’un mois à deux ans ou de l’une de ces deux peines seulement, sans préjudice des dommages- intérêts.” 

Pour éviter le désastre culturel, écologique et humain que constituerait la disparition de l’Atelier du Laboratoire Agit-Art,  au profit d’intérêts privés spéculatifs, ainsi que l’expulsion forcée d’Issa Samb, alias Jo Ouakam, il est souhaitable et urgent que le Président de la République du Sénégal, Protecteur des Arts, des Lettres  et des Artistes, ainsi que le Maire de Dakar prennent les mesures légales nécessaires á même de préserver le site du Laboratoire Agit-Art.
